With over 30 years of experience, Mr. C. Steven Horn practices exclusively in the area of business visas to the U.S. for primarily Japanese multinational corporate entities, Japanese non-profit organizations, and high net-worth individuals. Mr. Horn has obtained special visas for Japanese sports leagues, entertainers, pop stars, and singers. He also obtained artist visas for The Kabuki Theater, Bunraku, and other traditional Japanese artists appearing at the Japan Society and for groups filming TV programs in the U.S. for airing over national TV stations in Japan. 

There has been a dramatic increase in business visa scrutiny by both the Department of Homeland Security's USCIS in the United States and at the Department of State's Consular Posts (U.S. Embassies and Consulates) abroad. Mr. Horn provides sage guidance, legal analysis, and propriety insights into navigating what has become under the current presidential administration; quagmire at the USCIS even for the most qualified visa applicants and their sponsors. 

His extensive experience with up to date procedures and policies at the American Embassy in Tokyo and American Consulate in Osaka are of particular value in successful visa applications and preparing applicants for in person non immigrant visa interviews.

 

Mr. Horn details this visa process in his new book, A New Business Visa Guidebook for a New Era of Business Visa Ad junction- the first ever comprehensive and authoritative non immigrant visa guidebook in the Japanese language dealing solely with business visas to the United States.

この度、拙著「米国ビジネスビザ取得ガイダンス」の改訂版「米国ビジネスビザガイド」を発行するはこびとなりました。

 

 昨年、非移民ビザ史上かつてないほど劇的に厳しさを増した審査が、米国の移民局および国外の国務省領事部にて行われました。それにより合法的な国際企業が必要とする海外からの人材派遣に悪影響を及ぼしています。皮肉にも、何十億ドル相当の投資や米国に工業施設を建設を行い、何千人もの米国人を雇用する日系大手の国際企業であっても、この攻撃からは免れておりません。このような現況で、東京の米国大使館や大阪の総領事館では、Eビザの審査がより一層厳しくなり、中間層の管理職や専門職の申請が頻繁に却下されるようになりました。

 

 日系大手の多国籍企業のCEOや上級管理職のEビザ更新申請でさえ、在日本領事から厳しく尋問されるというひどい事例も耳にしています。

Unprecedented in the history of non-immigrant visa practice, this last year has seen a dramatic increase in business visa scrutiny by both the USCIS in the United States and at U.S. Embassies and Consulates abroad, adversely impacting upon legitimate international businesses’ critical need for essential employees from abroad. Ironically, even major Japanese multinational companies investing billions of dollars (U.S. dollar equivalent) and building manufacturing facilities and plants in the United States and employing thousands of U.S. workers are not immune from this assault. In the current environment, the American Embassy in Tokyo and Consulate in Osaka – Kobe have become much more restrictive in issuing E visas and more frequently denying applications for both middle management and essential employees.

 

We have heard awful stories within the Japanese community about CEOs and senior executives of major Japanese multinational companies being strongly questioned by American Consuls in Japan, even when revalidating an approved E visa.

 

A lesser known but highly critical area of concern dealt with in the Visa Guidebook is the possible immigration consequences of corporate reorganization which are common place in today’s global business. The sheer size of M&As often overshadow the serious impact corporate changes can leave on nonimmigrant visa holders which can place such visa holder in “unlawful visa status”.

 

This Business Visa Guidebook is unique in that it is to our knowledge the only authoritative nonimmigrant visa guidebook in the Japanese language focusing solely upon business visas to the United States. To further assist the Japanese reader, the visa guidebook selectively uses English alongside the Japanese to clarify complex legal concepts and terminology.
